Cyclists in Japan who use mobile phones while riding or pedal under the influence of alcohol now face tougher penalties. A revised traffic law went into effect Friday. Bike riders who are distracted by their devices and cause accidents or other dangerous situations face up to one year in prison or fines of up to about 2,000 dollars. Even if they don't cause such trouble, they can expect prison terms of up to six months or fines of up to roughly 660 dollars. As for those who drink and ride, those found with more than 0.15 milligrams of alcohol in their breath face up to three years in prison or fines of about 3,300 dollars. Cyclists had not been penalized before unless they were drunk to the point of being unable to ride properly.
